The Home Department, Government of Sindh, is seeking applications from experienced and qualified professionals for the position of Project Director to lead the Karachi Safe City Project. This is a contractual position for (2) two years, extendable based on performance.

Job Location: Karachi, Sindh.

Age Limit: Not exceeding 55 years of age.

Type of Employment: Contract (Two years, extendable based on performance).

Salary Package: Competitive market-based salary package would be offered to the successful candidate. Eligibility Criteria:

Mandatory Qualifications:

The suitable candidate may have Bachelor/Masters of Engineering in Electronics, Computer Science, Telecommunications Engineering, Information Security, Artificial Intelligence (IA). Information Technology (IT). Law, Public Administration, Business Administration, International Security/ Cybersecurity from a reputable national or international university recognized by HEC Pakistan (at least 16 years of education). Experience in working on mega projects shall be an additional advantage.

Experience Requirements:

Minimum (05) years of work experience in public sector or project management, focusing on the implementation of security framework, as well reviewing and implementing policies and protocols;

Familiarity with smart city and safe city projects and timely solutions;

Experience in overseeing mega projects. Specialized Skills:

Proven leadership, team-building, negotiation, and communication skills.

In-depth knowledge of Government Rules, Procurement Regulations (SPPRA & PPRA)

Key Responsibilities:

i. Strategic Oversight: Supervise the Karachi Safe City Project (All Phases), ensuring all project plans, schedules, and specifications are executed as per PC-1.

ii. Liaison & Communication: Represent the Executive Agency, working closely with all stakeholders and consultants.

iii. Project Management: Ensure the project aligns with organizational goals, provide strategic leadership, and manage project portfolios effectively, oversee safe city project team, ensuring timely communication and reporting to overseeing bodies/committees without delay.

iv. Quality & Cost Control: Ensure strict monitoring of project inputs, processes, and outputs to prevent cost and time overruns.

v. Risk Management: Identify potential risks based on ground realities and develop mitigation plans.

vi. Reporting & Documentation: Prepare and submit reports, ensuring compliance with standard procedures and formats. vil. Preparation of PC-MI: Prepare PC-I & II and with approval of the Home Department, Government of Sindh process. and defend at the relevant forum viii. Conflict Management: Responsible for overseeing conflict resolution strategies, facilitating dialogue among stakeholders, implementing mediation frameworks, ensuring compliance with legal and regulatory guidelines, and mitigating risks associated with disputes. The role requires effective coordination, timely decision-making. and continuous monitoring to maintain stability and achieve project objectives efficiently. The Project Director is bound to apprise, whenever arise any irritant, conflict, or dispute, also have their timely resolution, to the Home Department stakeholders.

x. Supervision of Installation & Commissioning: Oversee project execution, maintain custody of project documents, and submit status reports.

xi. Compliance & Best Practices: Successful candidate must be aware of the relevant laws. Ensure adherence to Government Rules, Sindh Public Procurement Authority (SPPRA), and Public Procurement Regulatory Authority (PPRA) guidelines, Arbitration Act / Rules, Safe City Authority Act, 2019 and other relevant Laws).

xi. Presentations and briefings: prepare PowerPoint presentations, briefings, case papers and plans about the project. Keep up-to-date the higher authorities about the project through presentations.
