Peshawar Electric Supply Company (PESCO), a public sector utility company under the Ministry of Energy (Power Division), is looking for exceptional and dynamic professionals as C-level executives to manage its operations effectively. We seek accomplished individuals fully conversant with the corporate environment, are result-oriented, and possess a well-established reputation for integrity and credibility. PESCO offers market-competitive compensation packages. The initial term for these posts will be three years.

Responsibilities and Skills: The ideal candidates must possess:

i. A demonstrable capacity to lead a public sector company in a challenging environment, with their strong leadership, change management, and communication skills.

ii. Team building skills and the ability to foster an environment that optimizes productivity, a sense of responsibility, and accomplishment amongst their team. iii. The ability to navigate the economic, business, social, cultural, legislative, political and regulatory environments in which the Company operates.

iv. A deep understanding and the necessary skills to develop community relationships that are crucial for the utility's growth.

v. Strong communication and interpersonal skills are essential.

vi. Industry knowledge and sharp business acumen, along with best managerial practices relevant to national and international power utilities. They should be well conversant with national and international best practices for the power utility business.

All positions will report directly to the Chief Executive Officer.

Chief Commercial Officer

No of Positions: 01

Age Limit: 57 Years Max

Qualification and Experience:

16-year Degree in Business Administration/ Electrical/Electronic Engineering from a local/ foreign university recognized by the Higher Education Commission and a valid registration from a professional body (Pakistan Engineering Council), if applicable.

Minimum 15 years of post-qualification relevant experience, with at least 3 years in a senior management position.

.Knowledge of electricity market and its dynamics in Pakistan

A good understanding of NEPRA's commercial procedures and power tariffs, and knowledge of the commercial and technical operations of DISCOS will be a strong advantage.

Excellent verbal and written communication skills.


Chief  Human  Resource Officer

No of Positions: 01

Age Limit: 57 Years Max

Qualification and Experience:

16-year Degree in Human Resources or a related field from a local foreign university recognized by HEC

Minimum 15 years of post-qualification relevant experience with at least 3 years in a senior management position.

Certifications, courses in HR from institutions of repute (national/international) will be a strong plus.

Expertise in change management and public sector HR issues will be an advantage. Familiarity with public sector utility companies' organizational structures.

Excellent verbal and written communication skills.


Chief Information Technology Officer

No of Positions: 01

Age Limit: 57 Years Max

Qualification and Experience:

16-year degree in information systems, computer science, engineering or related field from HEC recognized local foreign university

Minimum 15 years of post-qualification relevant experience with at least 3 years in a senior management position.

In-depth knowledge and good experience of information systems including enterprise resources planning systems, software, languages, frameworks, techniques, and industry trends.

Experience in leading complex, major changes, and initiatives, demonstrated skills in change management on

Organizational and inter-personal level; experience with integrating teams across multiple business units and managing a geographically dispersed and diverse workforce

Substantial experience in designing and effective information governance framework across the spectrum of IT service delivery

Excellent verbal and written communication skills.


Chief Legal Officer

No of Positions: 01

Age Limit: 57 Years Max

Qualification and Experience:

16-year degree: LLB./LL.M./Barrister at Law

Minimum 15 years of post-qualification relevant experience with at least 3 years in a senior management position.

Licensed advocate of the High Court. Provision of Certificate for permission to act and plead before High Court issued by relevant Bar Council and Certificate for permission to act and plead before Lower Court issued by relevant Bar Council is mandatory.

Strong background in corporate, advisory, commercial law, and dispute resolution preferably related to the power sector.

Thorough knowledge of electricity laws, the regulatory framework, and public utilities.

Experience of work with Government and Regulatory Authorities.

Excellent drafting skills

Excellent verbal and written communication skills.


Chief Technical Officer

Age Limit: 57 Years Max

Qualification and Experience:

16-year Degree in electrical engineering or a related field from a local/foreign university recognized by the Higher Education Commission and professional registration (Pakistan Engineering Council) (if applicable).

Minimum 15 years of post-qualification relevant experience with at least 3 years in a senior management position.

Excellent Data Analytics, Data Driven Decision Making and Problem-Solving skills. Thorough knowledge and experience of Transmission and Distribution Planning and systems design

In-depth knowledge of demand forecast and Contract Management

In-depth knowledge of electricity market, tariffs and consumer affairs

Knowledge and experience of Project Management

Excellent verbal and written communication skills.


Chief Financial Officer

Age Limit: 57 Years Max

Qualification and Experience:

A member of an organized body of professional accountants

Post Qualification relevant experience minimum of 15 years with at least 3 years in a senior management position.

Broad knowledge and experience of finance, investments and treasury operations, etc.

High level skills in financial management, strategic planning, risk management, investments, treasury operations and analytical skills.

High level familiarity with regulatory requirements and compliance issues of the electric power sector will be an added plus.

Excellent verbal and written communication skills.


Chief Internal Auditor

No of Positions: 01

Age Limit: 57 Years Max

Qualification and Experience: 

At least 15 years relevant experience with at least 3 years in a leading senior management position responsible for auditing and risk management, designing of internal control procedures, effective compliance of financial reliability in public/private sector with understanding of governance, risks and risks controls especially in SOES or public sector projects with at least five years in a senior management position.

A member of a recognized body of professional accountants having qualification of CA/CPA/ ACMA/MBA (Finance) from reputed local or international university/Institute. 


Chief Supply Chain Management Officer

Age Limit: 57 Years Max

Qualification and Experience: 

Masters in Business and/or Operations Management, preferably a Certification as a Supply Chain Professional (CSCP) or in Supply Management (CPSM).

Post Qualification relevant experience minimum of 15 years with at least 3 years in a leading senior management position, with high level responsibility and work experience for the entire cycle of procurement functions.

Broad knowledge and experience of supply chain and procurement practice and related tools preferably related to the power sector.

Skills:

Hands-on high-level skills in supply chain strategy development, procurement and contract management, and inventory management.

Data Analytics, Data Driven Decision Making and Problem Solving

Broad knowledge of Business Processes

Thorough knowledge of PPRA Rules and Procedures and procurement practices in the electricity distribution sector

Director General (MIRAD)

No of Positions: 01

Age Limit: 57 Years Max

Qualification and Experience:

16 years degree in Engineering Finance/Accounting/Law/Management Sciences from reputable HEC recognized universities and professional registration (Pakistan Engineering Council) etc. Minimum 15-years post qualification relevant experience with at least 3 years in a senior management position.

In depth knowledge of the technical, commercial and financial matters of the utility business/ power sector along with regulatory affairs contract management, and legal issues. Thorough Knowledge of competitive electricity markets, tariffs.

In-depth knowledge of Transmission & Distribution Planning, demand forecast and Contract Management.

Excellent verbal and written communication skills.


Company Secretary

No of Positions: 01

Age Limit: 57 Years Max

Qualification and Experience:

Member of a recognized body of professional accountants; or

Member of recognized body of corporate chartered secretaries; or

A person holding a master's degree in business or finance or commerce or law graduate from a university recognized by the Higher Education Commission with at least five years relevant experience.

Excellent Verbal and written communication skills.

A minimum of three (03) years of relevant experience as Company Secretary.

Must be fully conversant with commercial laws, corporate governance rules, and regulatory

Energy sector experience will be given preference.

Conditions:

1. Candidates must comply with the Fit and Proper Criteria as outlined in State-Owned Enterprises (Governance and Operations) Act, 2023.

2. Candidates must be Pakistani citizens.

3. If the applicant possesses experience of working in the Public Sector or Public Sector Company, his experience in a position of BS-19 or equivalent to BS-19 whether on substantive basis or on additional charge or acting charge or current charge or look after basis or upgraded to BS-19 or above, shall qualify as Senior Management Experience for the above positions.

4. For applicants with experience in the private sector: experience of C-level or C-1.

5. In the case of insufficient/ misleading/ any other reason, PESCO reserves the right to disqualify a candidate at any stage, and any costs incurred will be recovered from the candidate.

6. PESCO reserves the right to abandon/cancel the hiring process at any stage without assigning any reason.
