Hiring of Individual Consultants
The Government of Islamic Republic of Pakistan has received a loan (No. 3837-PK) from the Asian Development Bank (ADB) for Social Protection Development Project (Additional Financing). BISP intends to apply part of the proceeds of this loan to payments for Consulting Services for Hiring of Individual Consultants for "CI Wing" of BISP.
BISP now seeks Expression of Interest (EOI) from qualified and experienced national individuals, duly authorized to work in the country. Interested individuals are required to demonstrate/provide CVs and requisite information to prove their qualification/eligibility to perform the assignment. The short-listing criteria against each is provided below:
Regional Outreach Coordinator (Balochistan)
Qualification & Experience:
Bachelor's or Master's degree in Mass and Media Communication, Journalism, Communications, Public Relations, or a related field. PhD in Mass Communication from foreign reputed university shall be give preference.
Proven experience (10 years) in a senior media management role, preferably within a governmental organization, international agency, or large-scale NGO.
Strong understanding of media relations, crisis communication, and strategic communication planning.
Excellent written and verbal communication skills in English and Urdu, with the ability to craft compelling messages for different audiences.
Demonstrated leadership skills with the ability to motivate and manage a diverse team. Experience in digital media, social media management, and online engagement strategies is an asset.
Knowledge of socio-economic development issues, particularly related to poverty alleviation and social protection, is desirable.

An attention of interested individuals is drawn to paragraph 1.19 to 1.21 of the ADB Procurement Regulations 2017 (as amended from time to time), setting forth the ADB's policy on conflict of interest. The individual consultants will be hired in accordance with ADB Procurement Policy: Goods, Works, Non Consulting and Consulting Services (2017, as amended from time to time). Interested individuals can express their interest by applying online through ADB's Consultant Management System (CMS). An individual wishing to submit an EOI must be registered with the CMS.
